Has she always been your dog? Are you aware of any reason that might perhaps make her scared or wary when you approach her head? If the issue is a behavioural one you might want to call in an expert dog trainer who may be able to help you with some counter strategies

Does she only react this way when you are washing her? Can you pat her on the head at other times? Can you comfortably rule out medical reasons? If not, perhaps it would be worth having a chat with your vet.
